Yellow Sand becomes Blue Sea! CGN PV Power: Control of 27000 mu desert in Kubuqi Desert, Inner Mongolia


 “The word “Sand” should be added here to Overall Management of these systems of mountains, rivers, forests, lakes, grass and sand.” On the afternoon of March 5th, President Xi Jinping once again came to the Inner Mongolia delegation to participate in the deliberations, specifically shown shat the Overall Management should include “Control of Desert”.

Inner Mongolia is an important ecological security barrier in Northern China. It is “the Great Green Wall” in the eyes of President Xi Jinping. During this deliberation, the issue of ecological governance has become a focus topics.

As a clean energy corporation, CGN has been firmly committed to the responsibility of central enterprises, It has been actively involved in the ecological management of the Inner Mongolia's Kubuqi Desert and the “Belt and Road” action for many years, and invested and developed several PV clean energy projects in Kubuqi Desert.

Primitive Landform

Kubuqi Desert is one of the seven great deserts in China and the nearest desert to Beijing. More than 3000 years ago, there were dense forests, abundant water and grass, green grass, and flocks of cattle and sheep. Later, the climate was dry, cold and windy, and the excessive cultivation and grazing of the past dynasties, coupled with the uncontrolled reclamation and reclamation, the land desertification continued to aggravate. Kubuqi, with abundant water and grass, degenerated into a “Sea of Death” ravaged by wind and sand.

When the People's Republic of China was founded, the Kubuqi Desert moved tens of meters to the Bank of the Yellow River every year, and the inflow of 160 million tons of sediment directly threatened the great rend plain and peacefulness of the Yellow River, which as the “Granary outside the Great Wall”. Every winter and spring, the wind is raging and the sand is rolling, Beijing, 800 kilometers away, is also suffering from sandstorms.

Desertification control has become an urgent task. Of course, desert not only destroys human living environment, but also brings many valuable resources for human development and utilization. Kubuqi Desert has long sunlight hours and dry climate, which is rich in solar energy resources. CGN has long been paying attention to and actively participated in the research and implementation of desertification control. Using solar energy resources in Kubuqi Desert to develop photovoltaic clean energy project can not only solve the problem of lack of household fuel around, reduce the destruction of surface vegetation caused by random cutting, but also protect and increase artificial vegetation. It is a “desertification control” approach with ecological, economic and social benefits.

Up to now, CGN has built five PV Power plants in Kubuqi Desert. Since 2018, Kubuqi Phase-I Project, Gesang PV Leader Project, Kubuqi Phase-II Project, Bailu and Mingde Leader PV Power Station have been put into operation successively.

On November 14, 2018, Kubuqi Phase-I project in Duguitala, Hangjin Banner, Ordos City was completed, with an installed capacity of 200000 Kw. Half a month later, Gesang PV Power Station, which is 100 km away, was also put into operation on November 30, 2018. The project adopts the “Forest and Light Complementary” construction mode, with an installed capacity of 100000 kw, and has been completed and put into operation. It is the first full capacity grid-connected project in Dalate Banner PV Leader Base. On December 7, 2019, the 220kV Booster Station of Kubuqi Phase-II Project 200000 Kw PV Sand-Control Project was energized successfully at one time and put into operation smoothly. On December 24, 2020, Bailu and Mingde Leader PV Power Station were successfully put into operation with an installed capacity of 120000 Kw.

At present, in-service PV Power projects majority-owned by CGN have an installed capacity of 620000 KW in the hinterland of Kubuqi Desert.  Once fully put into operation, the annual power generation amounts to about 1.2 billion kwh, which is equivalent to reducing 440000 tons of standard coal consumption and 1.1 million tons of carbon dioxide emissions. At the same time, with the ecological photovoltaic industry mode of integration of “planting trees + planting grass + breeding + power generation + poverty alleviation” , CGN has effectively controlled about 27000 mu of deserts, contributing to the improvement of local desertification environment.

In 2021, CGN will also plan to develop and build 300000 Kw PV Power in the hinterland of Kubuqi Desert, and continue to contribute to the control of desert .

President Xi Jinping pointed out in his congratulatory letter to the Seventh Session Kubuqi International Desert Control Forum: “Mankind has only one homeland, it is the earth. Desertification control is a great cause related to the sustainable development of the mankind. The international community should work together to strengthen international cooperation in desertification prevention and control, promote global environmental governance, fully implement the 2030 agenda for sustainable development, and strive for the happiness and well-being of the people with harmony and beauty.”

The ecological environment of Kubuqi Desert has been continuously improved from “once sand advancing and people retreating” to “now people advancing and sand retreating”. CGN has always practiced the concept of green development, actively participated in the ecological environment management of Kubuqi Desert, and made great efforts to build the former yellow sand into a blue ocean and plant the desert into an oasis, contributing to “a beautiful China with green mountains, green water and fresh air”!
