CGN Holds 2026 Mid-Year Work Conference and First-Half Business Performance Review Meeting

On July 23, CGN held its 2026 Mid-Year Work Conference and First-Half Business Performance ReviewMeeting. The conference thoroughly implementedthe spirit of General Secretary Xi Jinping's important instructions, conveyed and studiedthe spirit of the seminar for heads of central state-owned enterprises held by the State-owned Assets Supervision and Administration Commission of the State Council (SASAC), communicated CGN's 15th Five-Year Plan, reviewed the work in the first half of the year, analyzed the current situation and challenges, deployed key tasks for the second half, and honored representatives of the group's Outstanding CPC Members, Outstanding Party Workers, and Advanced Primary-Level Party Organizations. Yang Changli, Secretary of the Party Committee and Chairmanof CGN, attended the meetingand delivered a speech; Pang Songtao, Deputy Secretary of the Party Committee and Presidentof CGN, presided over the conference; and members of the Standing Committee of the Party Committee reported on work progress in their respectiveareas of responsibility.

Yang Changli pointed out that in the first half of the year, all units and employees forged ahead against difficulties and took proactive actions.Focusing on operation, reform and development goals and key breakthrough actions,they achieved positive results across the board, laying a solid foundation for the Group to build on this momentum, hit its full-year targets, and open the 15th Five-Year Plan on a strong note. In the 2025 performance evaluationsreleased by SASAC, CGN earned Grade A or "Excellent" ratings across several areas, including operating performance, board governance and reform.

Yang Changli stressed that all units must keep implementingthe spirit of General Secretary Xi Jinping's important instructions andfollow SASAC's work requirements in full, and focus on three priorities for the second half of the year and beyond.

First, hold firm and push hard to meet the full-year targets. We must buildand apply a correct outlook on performance, take full responsibility for stabilizing growth, and stay locked onto the year's operating and development goals. We will further reinforce the four core safety functions to leave no margin for error, secure energy supply, build a self-reliant and controllable industrial chain, strengthen uranium resource security, keep production safe and stable. We will pursue every available means to raise revenue and cut costs, unify thinking, take proactive actions, rise to challenges, focus on our own work and go all-out to hit the annual operation targets.

Second, plan ahead and accelerate the development of new quality productive forces. We must identify strategic opportunities promptly and accurately, give full play to the guiding role of strategic planning, recognize the binding nature of the plan, take a rational view ofplanning targets, and steadily translate it into concrete actions to ensure orderly implementation. We will consistently regard scientific and technological innovation as the core engine of growth, foster new drivers for innovation-driven development, build medium- and long-term technology reserves, accelerate to deliver more hard-tech achievements, and step up digital and intelligent transformation. With clear goals and major projects as drivers, we shouldspeed up innovative breakthroughs in major-project development, actively advance the development of representative application scenarios, build flagship international projects,leverage major projects to overcome development bottlenecks, and support high-quality development during the 15th Five-Year Plan period.

Third, embrace self-driven reform and plan the next round with high-quality standards. We should recognize how urgent and important further reform is, implement the new state-owned enterprise reform measures faithfully and efficiently, plan the new round to a high standard, and align it closely with CGN's 15th Five-Year Plan, drawing up a detailed work ledger with clear division of labor and responsibility. We should prioritize key reform tasks including dynamically optimizing the industrial system, strengthening the sci-tech innovation system, optimizing factors of production,reinforcing penetrating oversight, and making efforts to remove the institutional obstacles that hold back productivity, so as to empower the Group's high-quality development.

Yang Changli set out four specific requirementsfor effective work implementation. First, prioritize production safety through the peak summer season: enforce safety responsibility systems, tighten controls and hazard inspections in key areas, prepare for high temperatures, typhoons and thunderstorms, and step up inspections of marine biofouling and cooling equipment to protect people and assets. Second, let a correct outlook on performance guide implementation: rigorously fix problems found through study and self-examination, build lasting mechanisms against distorted performance-seeking, keep addressing formalism and bureaucratism, guard against falsified results and financing-oriented trading, and refuse to chase scale through unrelated diversification or excessive layers of corporate structure. Third, put Party building at the center: carry out the national symposium's requirements, shore up weak grassroots organization, funding and staffing, integrate Party building deeply with operations, and keep strengthening integrity, anti-corruption work and discipline education. Fourth, sharpen work style and capability: leaders at every level should build their own vigilance, innovative thinking and business sense, hone their skills through hard work, meet external uncertainty with internal resolve, and fight to secure the year's targets and a strong start to the 15th Five-Year Plan.

Pang Songtao conveyed the outcomes of the SASAC seminar, communicated the Group's 15th Five-Year Plan, and reported on the mid-year evaluation and adjustment of CGN's 2026 PBA targets. He called on units at every level to bring their full enthusiasm, initiative and creativity to the 15th Five-Year Plan effort, unleash employees' drive and creative energy, and see the plan through—from communication and mobilization to breaking it into concrete steps and tracking its progress. Focused on the year's PBA tasks and breakthrough actions, he said, units should respond to shifting internal and external conditions to fully deliver the year's operating, reform and development goals and open the 15th Five-Year Plan well.

The meeting also honored the group's "Outstanding CPC Members, Outstanding Party Workers, and Advanced Primary-Level Party Organizations."

More than 120 people attended, including CGN's external directors, independent directors of CGN Power Co., Ltd., members of the Standing Committeeof the Party Committee and the President's Office, senior CGN Power executives, the CGN Board Secretary and Chief Safety Officer, department heads and deputies at CGN and CGN Power, the Secretary of the CGN Communist Youth League Committee, Party secretaries, chairmen, presidents, full-time deputy Party secretaries and discipline inspection commission secretaries from second-tier member companies, and the group's "Outstanding CPC Members, Outstanding Party Workers, and Advanced Primary-Level Party Organizations" representatives.
